Creates new section 2907.324 prohibiting minors from creating, receiving, exchanging, sending, or possessing photographs or videos showing a minor in a state of nudity using telecommunications devices or other means.

First offense is classified as unruly child behavior with appropriate dispositions under Chapter 2151; second or subsequent offense is a delinquent act equivalent to a misdemeanor of the first degree if committed by an adult.

Establishes exceptions for bona fide artistic, medical, scientific, educational, religious, governmental, or judicial purposes; images of minors under thirteen; images depicting sexual activity, sadomasochistic abuse, or violent conduct; and images sent for pecuniary gain.

Prohibits prosecution if minor sends ten or more different images, sends to ten or more different devices, or has been adjudicated for violation of this section two or more times previously.

Specifies that violation does not subject minors to sex offender registration requirements under Chapter 2950 and does not preclude prosecutors from charging felonies for related conduct.
