Establishes a registry for arson offenders convicted of or pleading guilty to violations of sections 2909.02 or 2909.03 of the Revised Code (arson-related offenses), including attempts, conspiracies, and complicity charges.

Requires arson offenders to register personally with the county sheriff within ten days of release from confinement or within ten days of sentencing, and to reregister annually on the anniversary of initial registration until death (unless judge limits period to minimum ten years upon prosecutor request).

Requires registration information including full name, residence address, social security number, driver's license information, employment and school locations, vehicle details, distinguishing marks, fingerprints, and palm prints.

Establishes a non-public registry maintained by the Bureau of Criminal Identification and Investigation, accessible to law enforcement and firefighters authorized through the Ohio Law Enforcement Gateway.

Imposes a fifty dollar registration fee and twenty-five dollar annual reregistration fee collected by sheriffs; failure to register is a fifth-degree felony and violates conditions of supervised release or parole.
