Prohibits human cloning, defined as using asexual reproduction to create a human zygote, blastocyst, or embryo genetically virtually identical to an existing or previously existing human organism.

Bans the creation, transportation, or receipt of human-animal hybrids, including embryos with nonhuman cells introduced, hybrids produced by cross-species fertilization, and nonhuman organisms engineered to contain human brain tissue.

Prohibits transfer of human embryos into nonhuman wombs and transfer of nonhuman embryos into human wombs.

Establishes penalties of up to five years imprisonment for violations; if offender derives pecuniary gain, imposes a fine of not less than $1 million and not more than twice the gross pecuniary gain.

Exempts research using transgenic animal models containing human genes and xenotransplantation of human organs, tissues, or cells into recipient animals (other than animal embryos).
