Establishes a $15 contribution for issuance and renewal of Prince Hall Freemason special license plates, collected by the registrar of motor vehicles.

Contributions are deposited into the license plate contribution fund and paid to the Prince Hall Grand Lodge of Free and Accepted Masons of Ohio for scholarship purposes.

Maintains a $10 additional fee for Prince Hall Freemason license plates to compensate the bureau of motor vehicles for administrative services, deposited to the state bureau of motor vehicles fund.

Adds section 4503.701 to the list of sections in the license plate contribution fund statute, ensuring Prince Hall Freemason plate contributions are properly accounted for.

Applies to owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, and other registrar-approved vehicle classes.
