• Approves the Ohio Department of Education's proposed changes to the state accountability system for public schools to incorporate four-year and five-year adjusted cohort graduation rates.

• Implements federal requirements from October 2008 U.S. Department of Education regulations mandating states use a four-year adjusted cohort graduation rate (students graduating in four years with a regular diploma divided by students who entered high school four years earlier, adjusted for transfers, emigration, and deaths).

• Establishes a graduation rate goal and annual graduation rate targets to measure progress toward that goal, as required by federal regulations for adequate yearly progress determinations beginning in the 2011-2012 school year.

• Requires the Senate Clerk to send a certified copy of this resolution to the State Board of Education, the Superintendent of Public Instruction, and Ohio news media.
