Ohio acknowledges and reaffirms its sovereignty under the Tenth Amendment over all powers not enumerated and granted to the federal government by the Constitution.

Directs Congress to end federal mandates that exceed the scope of constitutionally delegated federal powers.

Calls for prohibition or repeal of compulsory federal legislation that directs states to comply under threat of penalty or sanction, or that requires states to enact legislation or lose federal funding.

Cites Supreme Court precedents in Printz v. United States (1997), New York v. United States (1992), and United States v. Lopez (1995) establishing limits on federal power over states.

Requires the Senate Clerk to transmit copies of this resolution to the President, Congressional leaders, and all state legislative leaders and Ohio's Congressional delegation.
