Designates Central State University as Ohio's 1890 land grant university under the Second Morrill Act of 1890

Requests that United States Congress pass legislation and the U.S. Department of Agriculture take steps to recognize the designation and provide Central State University with all benefits associated with 1890 land grant status

Notes that Central State University is Ohio's only public historically Black college or university and successor to the Combined Normal and Industrial Department of Wilberforce University established in 1887

Directs the Ohio Senate Clerk to transmit authenticated copies of the resolution to the U.S. Department of Agriculture Secretary and leadership of both chambers of Congress
