• Proposes adding Section 21 to Article I of the Ohio Constitution to preserve individual freedom in health care choices and coverage.

• Prohibits laws or rules from compelling any person, employer, or health care provider to participate in a health care system.

• Prohibits laws or rules from preventing the purchase or sale of health care or health insurance, or imposing penalties or fines for such purchases or sales.

• Exempts laws in effect as of March 19, 2010; requirements for specific services; government employment terms; fraud prevention; and workers' compensation from the new protections.

• Requires approval by a majority of voters at the November 8, 2011 general election to take effect immediately upon adoption.
