Sub. S. J. R. No. 5 Summary

• Submits a proposal to Ohio voters at the November 5, 2013 general election to revise the redistricting process for congressional, state house, and state senate districts.

• Establishes a seven-member Ohio Redistricting Commission consisting of the governor, auditor of state, secretary of state, and four appointed members from legislative leadership, with appointed members barred from being current legislators or members of Congress.

• Requires five affirmative votes to adopt any redistricting plan, including at least one member from a political party other than the largest represented on the commission.

• Mandates the commission release proposed redistricting plans by September 15 of redistricting years (years ending in "1") and conduct minimum three public hearings before adopting final plans between late October and mid-November.

• If adopted by voters, new redistricting standards take effect January 1, 2021, and require districts to be compact, contiguous, avoid splitting political subdivisions where feasible, and not be drawn primarily to favor or disfavor any political party.
