Honors the memory of Dr. Richard Dale Ruppert, retired president of The Medical College of Ohio, who passed away.

Recognizes Dr. Ruppert's instrumental role in creating MCO's School of Nursing, School of Allied Health, and Graduate School, as well as overseeing construction of major campus buildings including Dowling Hall and the Coghlin Rehabilitation Pavilion.

Acknowledges his prior service as chief resident and professor of gastroenterology at Ohio State University College of Medicine, assistant dean, medical director of patient services, and vice chancellor for health affairs with the Ohio Board of Regents.

Details his extensive community involvement including leadership of the Toledo-Lucas County Port Authority Board and active participation in organizations such as the United Way of Greater Toledo, Toledo Rotary, and Hayes Presidential Center Board.

Directs the Senate Clerk to transmit an authenticated copy of the resolution to Dr. Ruppert's family, which includes his wife Elizabeth, four daughters, and seven grandchildren.
