Urges Congress to enact House Resolution 2070, which requires installation of a plaque or inscription at the World War II Memorial in Washington, D.C.

The plaque or inscription must contain President Franklin D. Roosevelt's prayer that he delivered to the nation on June 6, 1944, the day of the D-Day invasion.

Includes the full text of Roosevelt's D-Day prayer, which invokes divine blessing for American troops and allies conducting the largest amphibious landing in world history to liberate Europe from Nazi occupation.

Directs the Senate Clerk to transmit an authenticated copy of the resolution to Congress leadership, the President Pro Tempore and Secretary of the Senate, Ohio's Congressional delegation, and Ohio news media.
