Clarifies peer review committee confidentiality protections to allow sharing of peer review information among health care entities for peer review purposes only, while protecting other committee records from disclosure.

Permits individuals who participated in peer review proceedings to testify about matters within their general knowledge but prohibits testimony regarding their specific peer review committee testimony, information provided, or opinions formed.

Requires the Department of Medicaid to establish rules and payment standards for telehealth services the department determines are appropriate for Medicaid coverage.
