Amends section 1505.07 of the Revised Code to prohibit the Director of Natural Resources from issuing permits or leases to extract oil or natural gas from Lake Erie's bed.

Permits extraction of sand, gravel, stone, and other minerals from Lake Erie's bed to continue under existing permit and lease procedures, subject to approval by the Directors of Natural Resources and Environmental Protection, the Attorney General, and the Governor.

Requires any person removing sand, gravel, stone, or other minerals from Lake Erie's bed to first obtain a permit or lease from the Director of Natural Resources.

Authorizes the Director of Natural Resources to adopt, amend, and rescind rules for administration, implementation, and enforcement of the extraction provisions.
