HB 125 Summary

• Permits Ohio's Medicaid program to cover the federal ACA expansion group (individuals up to 138% of federal poverty line) if the federal medical assistance percentage meets the amount specified in the Social Security Act as of March 30, 2010.

• Requires the Medicaid program to cease coverage of the expansion group if the federal matching rate drops below the threshold amount established as of March 30, 2010, with individuals disenrolled on the first day of the following month unless they qualify for another eligibility group.

• Exempts expansion group members with income exceeding 100% of federal poverty line from standard cost-sharing requirements under section 5111.0112, instead establishing separate copayment amounts that may be higher than standard rates.

• Permits Medicaid providers to refuse services to expansion group members who fail to pay required copayments, provided they first inform the member of alternative services with no copayment; prohibits waiver of copayment obligations.

• Appropriates $499,665,563 in federal funds for fiscal year 2014 and $1,815,000,192 in federal funds for fiscal year 2015 to the Department of Medicaid for health care services.
