Enacts section 2151.272 allowing a juvenile court judge to order a school district to release a child's grades, credits, transcripts, IEPs, and 504 plans to any district or school where the child enrolls after a complaint alleging abuse, neglect, or dependency is filed.

Prohibits school districts from withholding grades, credits, transcripts, diplomas, IEPs, or 504 plans of students for nonpayment of course material fees if a complaint of abuse, neglect, or dependency has been filed or if the student has been adjudicated as such.

Requires school districts to immediately transfer records of affected students upon request from another district or school, or upon receipt of a juvenile judge's order, without waiting for custody or placement order documentation.

Allows districts to request copies of custody or placement orders related to the child but prohibits withholding records while awaiting such documentation.

Requires school districts to annually report to the Department of Education the number of transcripts sent under this provision and the total amount of unpaid fees waived due to compliance.
