Abolishes the Fostoria Municipal Court and Tiffin Municipal Court effective January 1, 2014, consolidating them into a new Tiffin-Fostoria Municipal Court.

The Tiffin-Fostoria Municipal Court shall have one full-time judge elected in 2013 and shall maintain branch offices in both Tiffin and Fostoria, with the judge sitting on a weekly basis in each city.

All pending cases, records, employees, and assets from both courts transfer to the Tiffin-Fostoria Municipal Court on January 1, 2014, with the court's jurisdiction expanded to include territories previously served by both courts.

Establishes a full-time special deputy clerk position in Fostoria to administer the branch office, with cases from Fostoria and surrounding areas filed at that location.

Declares the act an emergency measure effective immediately to allow candidates to file nominating petitions for the new judicial position by the required deadline.
