Expands existing tobacco restrictions to include "alternative nicotine products" (electronic cigarettes and other nicotine-containing products that can be ingested by chewing, smoking, absorbing, dissolving, or inhaling) for minors under age 18.

Prohibits manufacturers, distributors, retailers, and others from selling, giving, or distributing alternative nicotine products to minors and requires conspicuous signage at points of sale stating this prohibition.

Requires age verification through independent third-party services for internet and remote sales of alternative nicotine products, tobacco products other than cigarettes, and rolling papers.

Prohibits sale of alternative nicotine products through vending machines except in restricted locations (factories, offices not open to the public, or areas inaccessible to children with employee supervision).

Establishes affirmative defenses for sellers who conduct transaction scans of valid identification and violates carry criminal penalties of fourth or third degree misdemeanors for illegal distribution of alternative nicotine products; amendments take effect 60 days after enactment.
