Creates a new per-pupil distribution mechanism for excess lottery profits, calculated by dividing the "excess lottery profits amount" by total student counts across all eligible entities.

Requires the Department of Education to distribute excess lottery profits annually on August 1st, beginning in fiscal year 2015, to school districts, joint vocational districts, community schools, STEM schools, and chartered nonpublic schools based on their student enrollment.

Defines "excess lottery profits amount" as lottery transfers to the education fund that exceed the base amount appropriated in fiscal year 2015 plus debt service payments for school capital facilities.

Restricts use of distributed funds to support elementary, secondary, vocational, and special education programs, excluding salary and benefit payments.

Establishes specific student count calculations for each school type, excluding students enrolled in scholarship programs (community schools, pilot projects, education choice, special needs, and STEM scholarships).
