• Enacts the "Student Data Accountability Act" establishing definitions, policies, and procedures for managing student data in Ohio's statewide education data repository, including requirements for data inventory, privacy protections, and security measures.

• Prohibits submission of student personally identifiable information to federal government agencies without direct authorization from the local school board, with limited exceptions for student transfers, federal compliance reviews, and migratory child programs.

• Requires school districts to obtain written parental consent before submitting student names and addresses to multi-state assessment consortia offering summative assessments.

• Modifies directory information definition to include year of birth (instead of date and place of birth) and requires school districts to publish annually on their websites a list of entities to which directory information was released.

• Applies student data privacy provisions (sections 3301.945 and 3301.946) to community schools, STEM schools, and college-preparatory boarding schools through amendments to existing school governance statutes.
