Renames a portion of Interstate 77 in Tuscarawas County (mile markers 79-81) as the "Army Corporal Keith Nepsa Memorial Highway," changing the rank designation from Private First Class to Corporal.

Designates State Route 3 in Knox County from the Knox-Ashland county line to Amity as the "U.S. Army Specialist Ryan A. Martin Memorial Highway."

Designates State Route 101 between Castalia and Sandusky in Erie County as the "Sfc. Charles L. Adkins Memorial Highway" and State Route 19 through Green Springs in Sandusky and Seneca counties as the "Lance Corporal Jeremy S. Shock Memorial Highway."

Designates multiple additional state routes as memorial highways across Ohio, including routes in Columbiana, Washington, Jefferson, Portage, Ottawa, Montgomery, Miami, and Franklin counties, each honoring military personnel.

Authorizes the Director of Transportation to erect suitable markers along each designated highway indicating its memorial name.
