Extends driver education or training course requirement to all applicants under 21 years of age (previously 18 years old).

Modifies curfew restrictions for probationary license holders: eliminates separate restrictions for those under 17, consolidates to single restriction of 10 p.m. to 5 a.m. for all probationary holders.

Changes passenger restrictions for probationary license holders in first 12 months: allows only one passenger who must be 21 years or older with valid driver's license, except family members or when accompanied by parent/guardian.

Increases age thresholds for moving violation penalties: changes conviction age triggers from 16/17 years to 17/18 years for determining length of required parental accompaniment.

Adds seatbelt requirements: prohibits probationary license holders from operating vehicles unless all occupants wear properly adjusted occupant restraining devices and prohibits secondary traffic stops solely for seatbelt violations.
