Creates the Joint Medicaid Oversight Committee with 10 members (5 from each chamber, 3 majority and 2 minority from each) to review proposed Medicaid and workforce development rules and meet at least monthly.

Requires the Medicaid Director to implement reforms limiting per member per month cost growth to the average annual CPI inflation rate for medical care over the prior three years, while improving health outcomes, reducing unnecessary readmissions, and reducing Medicaid enrollment through employment and education programs.

Requires the Director of Job and Family Services to implement workforce development reforms that reduce Medicaid enrollment through demonstrated effective programs, educational and training opportunities, and employment initiatives while enhancing relationships between educational facilities, workforce development, and employers.

Amends section 119.03 to add a new ground for legislative invalidation of proposed Medicaid and workforce development rules if unlikely to achieve intended results, and requires agencies to file Medicaid-related rules with the Joint Medicaid Oversight Committee for 30-day review.

Requires the Joint Medicaid Oversight Committee to submit reports by January 1, 2014 and June 30, 2014 recommending legislation on Medicaid payment rates and peer mentor pilot programs for Medicaid recipients with highest potential for financial independence.
