Requires the Director of Budget and Management to certify annually to the State Lottery Commission specific amounts related to lottery profits transferred to education fund, appropriations made from the fund, and per-pupil distributions to school districts.

Mandates the Director of the State Lottery Commission prepare an annual report detailing all certified amounts and submit it to the Governor, General Assembly leadership, and post it on the commission's public websites.

Establishes requirements for the Department of Education to provide assistance to the Director of Budget and Management in compiling the necessary data for compliance with reporting requirements.

Creates a Lottery Profits Education Fund in the state treasury to support elementary, secondary, vocational, and special education programs as determined by appropriations or bond proceedings for school capital facilities.

Requires reports be retained and archived in compliance with Chapter 149 of the Revised Code regarding public records.
