Amends section 4501.023 of the Revised Code to revise voter registration training requirements for deputy registrars and their employees who interact with individuals applying for or renewing driver's licenses or identification cards.

Requires deputy registrars to complete training within three months of entering their first contract and annually thereafter; existing deputy registrars have one year to complete initial training.

Requires all employees of the registrar or deputy registrar who interact with license applicants to complete the training program within three months of employment and annually thereafter.

Creates the Motor Voter Act Study Committee with eight members appointed by legislative leaders to study Ohio's compliance with the National Voter Registration Act of 1993 and make recommendations to improve voter registration efforts.

Committee must hold minimum of three public meetings and submit findings and recommendations report by October 1, 2013, then cease to exist.
