Establishes an entrepreneur in residence pilot program within the LeanOhio office in the Department of Administrative Services to improve state government outreach to small businesses and make government programs more efficient and responsive

Requires the LeanOhio office to appoint no more than five entrepreneurs in residence by the seventh month after the bill's effective date, with preference given to individuals with lean process improvement experience and efforts to recruit diverse entrepreneurs including women and minority-owned businesses

Entrepreneurs in residence serve one-year terms without compensation or expense reimbursement and assist with lean process improvement events, strategic planning, staff training, and facilitating meetings between businesses and state agencies

Requires each entrepreneur in residence to submit a report with recommendations on eliminating inefficient state programs affecting small businesses, improving government efficiency, and establishing new programs benefiting small business

Adds entrepreneurs in residence to the list of public officials required to file financial disclosure statements with ethics commissions under Ohio Revised Code section 102.02
