Expands the scope of business entity formation to allow licensed professional clinical counselors, licensed professional counselors, independent social workers, social workers, independent marriage and family therapists, and marriage and family therapists to practice through corporations, limited liability companies, partnerships, and professional associations, consistent with other health professions.

Restructures the counselor, social worker, and marriage and family therapist board composition from current structure to 15 members (4 counselors, 4 marriage and family therapists, 2 independent social workers, 2 social workers, 3 public members) with defined educator representation requirements.

Creates new license types including "licensed professional clinical counselor" and "licensed professional counselor" while establishing temporary license provisions and a new inactive license classification option for practitioners.

Modifies educational and experience requirements for licensure, including updates to master's degree program accreditation standards and expansion of acceptable counseling programs from various states.

Adds new reporting requirements and investigations procedures for the licensing board while establishing confidentiality protections for board investigations and monitoring activities.
