Reduces the deadline for non-overseas absent voter ballots from 35 days to 17 days before an election, effective when ballots are printed and ready for use.

Establishes in-person absent voting availability beginning 17 days before an election and continuing through 6 p.m. on the last Friday before the election.

Maintains the 45-day deadline for overseas and uniformed services voters to receive absent ballots.

Requires election boards to keep in-person voting locations open past closing time if voters are waiting in line to cast ballots.

Modifies Section 3511.10 to allow delivery of uniformed services and overseas absent voter ballots "during the time that absent voter's ballots may be cast in person" rather than within 35 days before Election Day.
