Amends Ohio Revised Code section 3333.31 to prohibit state institutions of higher education from granting in-state residency status to persons who are not U.S. citizens or nationals and who have not been granted permanent residency rights by U.S. citizenship and immigration services.

Defines "alien" as any person who is not a U.S. citizen or national, "immigrant" as an alien with permanent residency rights, and "nonimmigrant" as an alien granted temporary residency rights.

Maintains existing residency status provisions for veterans, their spouses and dependents, and students whose parents or spouses have established domicile in Ohio for employment reasons.

Allows residency status for persons who graduated from an Ohio high school or completed final year of homeschool instruction while an Ohio resident, provided they establish domicile in the state upon enrollment.

Permits only immigrants and nonimmigrants (aliens with valid U.S. immigration status) to potentially qualify for in-state residency status under chancellor's rules.
