Authorizes licensed spectacle dispensing opticians to dispense prepackaged soft contact lenses starting January 1, 2016, if the contact lenses match the written prescription without requiring additional fitting or adaptation.

Redefines "licensed spectacle dispensing optician" to include authority to dispense both optical aids other than contact lenses and prepackaged soft contact lenses under the new section 4725.411.

Requires licensed spectacle dispensing opticians to complete 4 hours of study in spectacle dispensing and 2 hours of study in contact lens dispensing (as described in section 4725.411) for license renewal.

Requires licensed spectacle-contact lens dispensing opticians to complete 4 hours of study in spectacle dispensing and 8 hours of study in contact lens dispensing for license renewal.

Maintains existing renewal procedures, including submission of applications within 90 days of license expiration with a $75 penalty fee to avoid retaking qualifying examinations.
