Expands liability immunity for volunteer health care professionals, health care workers, and nonprofit health care referral organizations providing care to indigent and uninsured persons, with immunity limited to cases not involving willful or wanton misconduct.

Defines "indigent and uninsured person" as someone with income at or below 200% of the federal poverty line, ineligible for government health care programs, and either uninsured or with denied/insolvent insurance coverage.

Requires health care professionals to obtain informed written consent from patients before treatment, including notification that patients cannot hold the provider liable except for willful or wanton misconduct.

Exempts physicians and podiatrists not covered by medical malpractice insurance from insurance requirements when providing volunteer care to qualifying patients in compliance with the bill's provisions.

Establishes medical liability insurance reimbursement program allowing free clinics and federally qualified health center look-alikes to receive up to 80% reimbursement (maximum $20,000) for insurance premiums paid for volunteer health care professionals and workers.
