Establishes the "Yellow Dot" motor vehicle medical information program administered by the Ohio Department of Public Safety to assist vehicle owners, lessees, passengers, and emergency responders during accidents or medical emergencies

Participating vehicle owners or lessees receive a yellow dot window decal to affix on the operator's side lower corner of the rear window and a yellow dot folder for storage in the glove compartment

Yellow dot folder contains participant's name, photo, emergency contact information, medical conditions, surgeries, allergies, medications, and personal physician information to help emergency responders identify and treat participants appropriately

Passengers may participate in the program but will not receive a decal if the vehicle owner or lessee also participates in the program

Program participation is free with no fees charged; the Department of Public Safety may accept donations and grants to cover program administration costs and shall adopt rules necessary to implement the program
