Designates August as "Prevention of Violence Against Women and Children Month" to increase awareness and encourage prevention efforts.

Creates the Commission on Violence Against Women and Children with members from the legislature, governor's office, judicial branch, state agencies, and local law enforcement.

Requires the commission to prepare an annual report by August 1st each year addressing factors leading to violence, impacts and implications, data on missing women and children, reporting methods, and recommended legislative and policy changes.

Commission must study emotional, physical, and socio-economic forms of violence and promote awareness of prevention methods.

Establishes the Prevention of Violence Against Women and Children Fund to receive gifts, grants, and donations from public and private sources to support commission operations.
