Authorizes the Ohio Developmental Disabilities Council to hold meetings by interactive video conference or teleconference, waiving the in-person attendance requirement for quorum and voting purposes.

Requires a primary public meeting location for all remote meetings, with clear video and audio connections enabling participants to witness all member participation.

Mandates roll call votes be recorded and meeting minutes identify which members participated remotely for both video conference and teleconference meetings.

For teleconference meetings, requires the council to first determine that members lack access to interactive video conferencing equipment and establish a method to verify member identity.

Directs the council to adopt rules establishing minimum in-person attendance requirements, geographic restrictions, document distribution procedures, and other implementation details in accordance with Chapter 119 of the Revised Code.
