Creates the Ohio Aerospace and Aviation Technology Committee consisting of three state senators, three state representatives, and fifteen industry, military, or academic representatives.

Legislative members appointed by September 1, 2014, with remaining members appointed within ten days thereafter; initial terms end December 31, 2016, with subsequent terms ending December 31 of the following year.

Committee chairperson alternates between the first legislator appointed by the senate president and the first legislator appointed by the house speaker, with the house legislator serving first until December 31, 2016.

Committee duties include developing strategies to promote aviation and aerospace industry, encouraging communication among stakeholders, promoting research and development including unmanned aerial vehicles, and providing assistance related to military base realignment and closure.

Committee must submit an annual report of activities, findings, and recommendations to the governor, senate president, and house speaker by July 1 each year, with the first report due July 1, 2015.
