Authorizes individuals without medical licenses to administer non-controlled drugs from the nursing formulary when delegated by an advanced practice registered nurse (clinical nurse specialist, certified nurse-midwife, or certified nurse practitioner) holding a prescribing certificate.

Establishes conditions for delegation including patient assessment by the nurse, verification that the delegated person completed drug administration education, employer documentation of competency, and physical presence of the delegating nurse at the administration location.

Prohibits delegation of controlled substances and intravenous drugs, and restricts administration to locations outside hospital inpatient units, emergency departments, and ambulatory surgical facilities.

Requires the Board of Nursing to adopt rules establishing standards and procedures for delegation of drug administration authority under the new authorization.

Amends sections 4723.07 and 4723.48 and enacts new section 4723.488 of the Revised Code to implement these delegation provisions.
