HB 308 Summary

• Prohibits human cloning, defined as asexual reproduction creating a genetically virtually identical human zygote, blastocyst, or embryo to an existing human organism, with penalties of up to 5 years imprisonment and fines up to $1 million or twice the gross pecuniary gain if higher.

• Prohibits creation, transportation, or receipt of human-animal hybrids, including embryos with nonhuman cells, cross-species fertilization products, nucleus-swapped embryos, and nonhuman organisms engineered with human gametes or human-derived brains, with penalties of up to 1 year imprisonment and fines of $250,000 to $500,000 if pecuniary gain is involved.

• Prohibits transfer of human embryos into nonhuman wombs and nonhuman embryos into human wombs.

• Permits transgenic animal research with human genes, xenotransplantation of human organs and tissues into animals, and individuals receiving organs from outside the state.

• Applies prohibitions to any person or governmental entity operating in Ohio.
