Requires maternity units, newborn care nurseries, and maternity homes to report quarterly to the Department of Health the number of newborns diagnosed as opioid dependent at birth, with reports due within 30 days of each quarter ending and excluding patient-identifying information.

Establishes procedures for maternity homes to request variances or waivers from rules adopted by the Director of Health, with local boards of health reviewing applications within 45 days and the Director able to affirm, grant, or void decisions within 45 days of appeal.

Authorizes boards of health to grant variances when applicants meet the intent of a requirement through alternate means, and waivers when strict application would cause undue hardship without jeopardizing patient or resident health and safety.

Updates the chemical name in controlled substance Schedule I from "1-naphthoyl" to "1-benzoyl" in the benzoylindoles section to correct the definition of synthetic cannabinoids.

Directs the Department of Health to compile and publicly release annual summaries of opioid-dependent newborn data by December 31st, with reporting information prohibited from use for law enforcement purposes.
