Defines "community behavioral health services" as community alcohol and drug addiction services and community mental health services provided by certified providers under the Ohio Department of Mental Health and Addiction Services.

Prohibits the medicaid program from limiting the number of hours or visits for medicaid recipients eligible for community behavioral health services.

Authorizes health insuring corporations contracting with the Department of Medicaid to provide coverage of ten specific community behavioral health services, including ambulatory detoxification, counseling, methadone administration, and inpatient psychiatric care.

Prohibits medicaid managed care organizations providing community behavioral health services from establishing limits on the number of hours or visits eligible recipients may receive.

Removes previous restrictions preventing alcohol, drug addiction, and mental health services from being included in the medicaid care management system when costs are paid by boards of alcohol, drug addiction, and mental health services.
