Permits licensed new motor vehicle dealers to display new motor vehicles for charitable or civic purposes outside their established place of business under specified conditions, including filing affidavits with the registrar and displaying no more than six vehicles

Allows dealers displaying vehicles within their manufacturer-assigned area of responsibility to permit test drives, while dealers displaying outside their area are limited to six days per calendar year with vehicles remaining stationary and no test drives permitted

Requires dealers displaying outside their assigned area to obtain written consent from all competing dealers selling the same line-make in that area, with the burden on the dealer to prove consent was obtained

Expands the definition of "motor vehicle show" to clarify procedures for multi-dealer shows lasting no more than ten days, requiring show sponsors to file affidavits with the registrar at least thirty days in advance

Adds "retail seller" to the definition of persons who may register utility trailers and trailers for transporting motorcycles, snowmobiles, or all-purpose vehicles with the registrar of motor vehicles
