Amends section 149.43 of the Revised Code to establish requirements for public records access, including provisions for inspection, copying, and online posting in open, machine-readable formats

Creates the DataOhio Board to recommend categories of public records for online posting, technology standards, accounting standards for financial data, and metadata standards for nonfinancial data

Requires public offices posting records online to use open formats that allow searching, viewing, and downloading by the public; public offices must report which records they post to the DataOhio Board within 30 days of policy amendments

Specifies that posting records online is voluntary and at the public office's discretion, with decisions final and not subject to modification except by the public office itself

DataOhio Board comprises state officials (governor, attorney general, auditor, secretary of state, treasurer, legislative leaders, Ohio Board of Regents chancellor, state librarian) plus appointed members representing data consumers and local governments; board shall deliver annual reports to the General Assembly
