Auditor of State must adopt rules within one year establishing uniform accounting procedures and charts of accounts for all public offices in Ohio under Chapter 119 of the Revised Code.

Public offices that maintain financial records according to the Auditor's rules receive a "DataOhio Transparency Award-Uniformity of Accounting" designation from the Auditor.

General Assembly recognizes that uniform accounting standards improve financial management, maintain local home rule, and enable public comparison of financial data across government entities.

Auditor of State must submit proposed legislation to the General Assembly within three years based on experiences of public offices that have adopted the uniform accounting system.
