Establishes the Local Government Information Exchange Grant Program administered by the Director of Administrative Services to incentivize local governments to publish public records online.

Provides $10,000 grants to counties, townships, municipal corporations, and public libraries that meet eligibility criteria including publishing specified data points in searchable, downloadable open formats on the internet.

Allows regional planning commissions, metropolitan planning organizations, and regional councils of governments to apply for grants on behalf of local governments they serve.

Appropriates $12.5 million for fiscal year 2015 and $12.5 million for fiscal year 2016, with up to $250,000 per year reserved for program administration and the remainder distributed as grants.

Requires the Director to adopt rules specifying required data points, consistent formatting and technology standards, and accounting standards for participating local governments, with requirements varying by government type.
