Sub. H.B. 324 Summary

• Creates the DataOhio Board to recommend categories of public records that should be made available online in open, machine-readable formats and to establish technology and accounting standards for public data.

• Establishes a Local Government Information Exchange Grant Program that provides $10,000 grants to counties, townships, municipal corporations, and public libraries that meet eligibility criteria for posting data online in open formats.

• Requires the Auditor of State to adopt uniform accounting procedures and charts of accounts that public offices may use, with participating offices earning a "DataOhio Transparency Award-Uniformity of Accounting."

• Creates data.Ohio.gov as an online catalog and portal where public records and data sets from state agencies and local governments can be located and accessed by the public.

• Requires public offices posting records online to make best efforts to use open formats that are searchable, downloadable, and machine-readable; offices may opt-in to posting records and must notify the DataOhio Board of their participation.
