Amends section 131.35 of the Revised Code to modify the Controlling Board's authority to approve expenditures of federal and nonfederal funds.

Limits the Controlling Board's standard authority to approve excess federal fund expenditures to 3.5% of the amount appropriated, and excess nonfederal fund expenditures to 3.5% of the amount appropriated from that fund.

Limits the Controlling Board's standard authority to approve expenditures from additional funds created for unanticipated revenues to 1% of the total amount appropriated to the administering agency.

Requires an affirmative vote of all Controlling Board members to authorize expenditures beyond the standard limits, allowing approval of excess federal funds, excess nonfederal receipts, or expenditures exceeding the 1% limitation for additional funds.

Maintains existing restrictions on the occupational licensing and regulatory fund, limiting additional spending to no more than 10% of appropriations except for examination and reexamination costs.
