Establishes mandatory requirements for prescribers (dentists, nurses, optometrists, physician assistants, and physicians) to check the Ohio Automated Rx Reporting System drug database before prescribing opioid analgesics or benzodiazepines, with initial checks required before first prescription and periodic checks every 90 days for ongoing treatment.

Requires prescribers to certify during license/certificate renewal that they have been granted access to the drug database, with exceptions for those restricted by the State Board of Pharmacy or if the database is no longer maintained.

Empowers the State Board of Pharmacy to restrict prescribers from accessing the drug database through summary proceedings if they violate database usage rules, create security threats, or misuse information obtained from the database.

Directs the Board of Pharmacy to notify licensing boards of any prescriber restrictions imposed under the drug database rules, allowing those boards to take disciplinary action against non-compliant prescribers.

Establishes exemptions from database review requirements for prescriptions lasting seven days or less, cancer treatment, hospice/terminal patients, acute surgical pain, and cases where database reports are unavailable.
