Amends Ohio Revised Code section 4503.181 to allow historical motor vehicles (over 25 years old) to be operated on public roads and highways to and from maintenance locations, in addition to existing permitted uses like club activities, exhibitions, tours, and parades.

Maintains the prohibition on using historical vehicles for general transportation while expanding allowable purposes to include travel for vehicle maintenance.

Preserves the $10 annual license fee for historical vehicle registration and retains existing requirements for owner affidavits certifying the vehicle is safe to operate and will only be used for permitted purposes.

Keeps all other provisions regarding historical vehicle license plates, model year plate options, registration validity, and transfer procedures unchanged.
