Establishes the Ohio Veterans Health Care System to provide eligible veterans with comprehensive health care services including health, medical, hospital, dental, and surgical benefits.

Directs the Director of Veterans Services, in consultation with the Superintendent of Insurance, Director of Administrative Services, and Director of Job and Family Services, to select one of three system structures: a state-subsidized comprehensive health care plan, a state-subsidized high deductible plan with health savings accounts, or a voucher program for private insurance through the health insurance marketplace.

Requires transfer of veterans currently receiving Medicaid health care benefits to the Ohio Veterans Health Care System once it becomes operational.

Mandates adoption of administrative rules specifying eligibility requirements, enrollment procedures, covered services, prescriptions, deductibles, copays, and maximum out-of-pocket expenses.

Establishes eligibility criteria requiring applicants to be veterans discharged under conditions other than dishonorable, eligible for Medicaid benefits, and residents of Ohio.
