Enacts section 5101.543 of the Revised Code requiring the Director of Job and Family Services to request a federal waiver from the U.S. Secretary of Agriculture for Supplemental Nutrition Assistance Program (SNAP) time limits under the Food and Nutrition Act of 2008.

Waiver requests must cover areas of Ohio with unemployment rates exceeding 10 percent or areas without sufficient jobs to provide employment for residents.

Director must request waivers for all qualifying areas of the state and for the entire state when it qualifies, including when the U.S. Department of Labor determines Ohio qualifies for extended unemployment benefits.

Director must submit waiver requests each time one or more areas or the entire state becomes eligible under the waiver criteria.

Director must also request waivers whenever the U.S. Secretary of Agriculture indicates willingness to grant the waiver.
