Enacts section 153.75 of the Revised Code requiring governmental agencies to procure only acceptable piping materials for water and wastewater utility service improvement projects.

Defines "acceptable piping material" as piping that meets current standards issued by ASTM International and the American Water Works Association, or their successor organizations.

Requires governmental agencies to consider quality, sustainability, durability, and corrosion resistance of acceptable piping materials in relation to project requirements.

Requires consideration of up-front installation costs for acceptable piping materials when making procurement decisions.

Limits use of acceptable piping materials to situations where such use is commensurate with sound engineering practices and project requirements.
