HB 420 Summary

• Expands firearm possession rights in parking facilities owned/controlled by the Capitol Square Review and Advisory Board and Ohio Building Authority to include all such facilities, not just specific garages.

• Authorizes concealed handgun licensees to carry, store, or leave handguns in locked motor vehicles in parking facilities owned/controlled by private employers and state/local government entities, with limited exceptions.

• Allows concealed handgun licensees who are employees of private employers to possess handguns in employer parking facilities despite employer policies or posted signs prohibiting firearms.

• Requires updated signage at government facilities with parking areas to notify the public that firearm restrictions do not apply to licensees storing weapons in locked vehicles.

• Continues provisions of amendments to sections 2923.126 and 2923.1212 that were scheduled to take effect January 1, 2014, maintaining handgun storage rights in vehicle parking facilities.
